Ravindra S. Panwar retired from the Indian Army Corps of Signals in 2016 after four decades of military service. He commanded two logistics formations, an electronic warfare brigade and a communications regiment, as also the Military College of Telecommunication Engineering, which is a centre of excellence for ICT, electronic warfare, cyber warfare, and artificial intelligence. He holds a doctoral degree in Computer Science from Indian Institute of Technology, Bombay.
He is presently a Distinguished Fellow at the United Services Institution of India, the oldest defence think tank in India, and is engaged in evolving strategic thought in the areas of cyber operations, information operations, network centric warfare and disruptive military technologies. Over the last two years, he has been an active participant in Track II diplomacy efforts for achieving consensus on principles and good practices for responsible AI development in the military domain, involving experts from the US, China, EU, Russia, and India.
